Best Cold Email Software in 2026: Prices, Rules and AI Agents

Cold email software exists for one job: sending one-to-one sales emails to people who never signed up for your list, from mailboxes you own, without wrecking your domain. The six tools below all do that. Where they differ is in how they charge, how far they scale, what they bundle (lead data, LinkedIn, calling), and, since 2026, how well an AI agent can operate them for you.

Every price on this page is the monthly-billing list price, checked on the vendor’s pricing page on 5 October 2026. Annual billing is cheaper on all six.

Cold email is a message to someone who has no relationship with you and did not ask to hear from you, usually to start a sales conversation. Warm email goes to people who opted in: subscribers, customers, trial users. The difference looks like consent alone, but it decides which law applies, which tool you can use, and how much damage a bad campaign can do.

Cold email works when the targeting is narrow (a job title at a type of company, not a scraped list of everyone), the message is relevant to the recipient’s work, and you can handle the replies personally. If you have any way to collect consent, such as a website, a product or an event, build a warm list too. It costs less per contact and carries far less legal risk. United States: CAN-SPAM

US law does not require consent for commercial email. The FTC’s CAN-SPAM compliance guide says the Act makes no exception for business-to-business email and sets these rules for every message:

  • Header information (From, To, Reply-To, routing) must be accurate and identify the sender.
  • The subject line must reflect the content.
  • The message must be identified as an ad, though the law gives you leeway in how.
  • It must include a valid physical postal address.
  • It must explain clearly how to opt out, and the opt-out must keep working for at least 30 days after sending.
  • Opt-outs must be honored within 10 business days, and you cannot sell or transfer those addresses afterwards.

Each separate email that breaks the law can draw a penalty of up to $53,088, per the FTC guide.

European Union: GDPR plus national ePrivacy rules

Two layers apply. The ePrivacy Directive (Article 13) requires prior consent for email marketing to subscribers who are natural persons, with an exception for your own customers buying similar products. For subscribers that are not natural persons (companies), it leaves the rules to each member state, so whether a cold email to a company inbox is allowed depends on the country you are sending to.

The GDPR applies on top whenever the address identifies a person, which jane.doe@company.com does. Recital 47 says processing for direct marketing “may be regarded as” a legitimate interest, so you can rely on that basis, but you must document why your interest outweighs the recipient’s. Article 21 gives every recipient the right to object to direct marketing at any time, and you must flag that right explicitly no later than your first message.

United Kingdom: PECR and UK GDPR

The UK is clearer. The ICO’s guidance on PECR says you can email any corporate body (a company, LLP, Scottish partnership or government body) without consent. Sole traders and some partnerships count as individuals, so you need their consent or a previous purchase relationship. The ICO also notes that emailing a named employee at a company still brings data protection law into play, and recommends keeping a do-not-email list of businesses that object.

Canada: CASL

Canada is the strictest of the four. CASL prohibits sending a commercial electronic message without express or implied consent. For cold outreach, the relevant form of implied consent is narrow: the recipient published their address conspicuously, without saying they do not want unsolicited messages, and your message is relevant to their business role.

Cold Email Tools vs Email Marketing Platforms

Email marketing platforms like MailerLite or Mailchimp send newsletters to opted-in subscribers from shared infrastructure. Their terms prohibit unsolicited email, and they suspend accounts that send it, because one sender’s complaints hurt everyone on the same IPs.

Cold email tools work the other way round. They:

  • Connect to your own Google Workspace, Microsoft 365 or SMTP mailboxes instead of sending from shared IPs
  • Rotate sends across many mailboxes so no single one carries much volume
  • Warm up new mailboxes before campaigns start
  • Stop a sequence automatically when the prospect replies
  • Collect replies from every mailbox into one inbox

Outreach pricing: Growth is $47 a month for 1,000 uploaded contacts and 5,000 emails. Hypergrowth is $97 for 25,000 contacts and 125,000 emails. Light Speed is $358 for 500,000 emails and 100,000 contacts, and adds Instantly’s SISR system, which assigns dedicated server and IP blocks and swaps out flagged IPs.

Lead data is a separate purchase. The 450M+ B2B lead database runs on credits, starting at $9 a month for 150 credits. Instantly also sells bundles: Starter at $94 a month combines Growth outreach with Growth credits. Price the full stack before you compare it with an all-in-one tool.

Weaknesses: the pricing page shows bundles, outreach plans and credit plans side by side with overlapping names, which takes effort to untangle. The 1,000-contact cap on Growth is tight for any serious campaign.

Every plan includes unlimited email accounts, and its pricing ladder scales by contacts and email sends: Base at $39 a month (2,000 contacts, 6,000 sends), Pro at $94 (30,000 contacts, 90,000 sends), Unlimited Smart at $174 (unlimited contacts, 150,000 sends) and Unlimited Prime at $379 (500,000 sends). There is a free trial with no card required.

Client workspaces with white-labelling are an add-on at $29 a month per client, so each client gets separate campaigns, mailboxes and reporting. Ten clients add $290 a month to the plan fee, which is worth modelling before you quote a retainer.

Weaknesses: SmartDelivery placement tests, SmartDialer calling, email verification and SmartServers are all priced separately, and the interface takes longer to learn than Instantly’s. Verified prospect emails (2,000 a month on Base) are a $59-a-month add-on on Base and Pro and included from Unlimited Smart up, so check whether that covers your prospecting before you pay for a separate data source.

Apollo’s strength is data. Its database covers 240M+ contacts, and the same app runs sequences, a dialer, basic deal tracking and email warmup. If finding the right people is your bottleneck, Apollo removes a whole tool from the stack.

Pricing: there is a free plan with 900 credits per seat per year and 2 sequences. On monthly billing, Basic is $65 per seat a month with 2,500 credits per seat a month and unlimited sequences, and Professional is $99 per seat with 4,000 credits and unlimited Gmail and Microsoft mailboxes. Organization is $149 per seat, minimum three seats, and is annual only. Credits are pooled across the team and do not roll over.

Weaknesses: per-seat pricing adds up fast, and the credit system makes the real monthly cost hard to predict. Deliverability tooling exists (warmup and a deliverability suite are on Basic), but high-volume senders often use Apollo for data and send through Instantly or Smartlead.

Its AI campaign builder, lemAgent, is included on every plan. You describe the goal and audience in a chat and it drafts the sequence, which you then edit in the normal campaign builder.

Pricing: the Email plan is $69 a month with unlimited users and email senders, 50,000 emails a month, the 650M+ lead database, warmup and API access. Multichannel is $109 per user a month and adds LinkedIn, SMS, the built-in dialer and a WhatsApp add-on, with 5 senders per user. Lead data enrichment is a separate add-on from $20 a month for 2,000 credits (400 emails or 100 phone numbers).

Weaknesses: the jump from flat Email pricing to per-user Multichannel is steep. A five-person team that wants LinkedIn goes from $69 to $545 a month. For pure email volume, Instantly or Smartlead give you more sends per dollar.

Pricing: on monthly billing, Email Volume starts at $59 per user a month at 1,000 active contacts, with unlimited mailboxes. The price rises with a contact slider ($69 at 2,000, $79 at 3,000). Multichannel is $99 per user a month with 5 mailboxes and LinkedIn, calls and SMS included. On Email Volume, LinkedIn automation is a $69 per account add-on and Calls & SMS is $29 per account. Jason AI SDR starts at $500 a month.

Weaknesses: per-user pricing plus a contact slider plus add-ons makes the headline price close to meaningless. Price your own team size and contact volume on the pricing page.

Woodpecker charges for contacted prospects instead of seats or plans: $7.00 per 100 contacted prospects a month at the entry rate, with the smallest tier at 500 prospects and lower per-prospect rates at higher tiers. Each contacted prospect can receive up to 16 emails a month. Unlimited team members, unlimited email accounts, catch-all email verification and four warm-ups are included.

Add-ons are where the bill grows: $20 a month for integrations, API, webhooks, MCP and CLI; $29 a month per connected LinkedIn account; and $27 a month per active client for the Agency Panel, plus $5 per client for white-labelling.

Two billing rules to know. The same prospect in five campaigns counts as five contacted prospects. And Woodpecker never upgrades you automatically: when you hit the limit, campaigns stop reaching new prospects until the limit renews or you upgrade. That avoids surprise invoices, but a campaign can go quiet with nothing that looks like an error.

AI Agent Support: MCP Servers, CLIs and Skills

All six tools now let an AI assistant such as Claude, ChatGPT or Cursor work in your account. They use three kinds of surface:

  • MCP server: a connector your assistant calls in plain language (“which campaign has the worst reply rate this month?”).
  • CLI: a command-line tool that returns JSON, for scripts, cron jobs and coding agents.
  • Skills: packaged instructions that teach an agent how to do outbound work, separate from the API access itself.

Notes per tool

Instantly generates its MCP tools from the API v2 spec, so campaigns, leads, email accounts, warmup settings, analytics and webhooks are all reachable. API access is included on all outreach plans. The weak point is authentication: Instantly’s own Claude Desktop instructions put the API key in the connector URL, which its docs warn can end up in server logs. Use header authentication where your client supports it, and create a key with only the scopes the workflow needs.

Smartlead’s MCP server covers campaign stats, deliverability and health diagnostics, and lead, account and performance data. Its help center says the server works over SSE only and is set up by pasting your API key into a URL in Claude Desktop’s config file. The CLI shipped as v0.1.0 on 18 March 2026, and Smartlead suggests pairing it with the MCP server: the CLI for raw data, the MCP server for analysis.

Apollo has the broadest reach on the data side. Its MCP connector searches and enriches contacts, saves records, builds sequences, manages sending mailboxes and reports on performance, and Apollo says any plan qualifies, including the free one. Enrichment through the assistant spends your normal credits. Apollo also asks you to turn off model training in your AI client before connecting.

lemlist ships the most complete package: an MCP server, a CLI generated from the live OpenAPI spec (new endpoints work the day they ship), and a public repository of 38 Claude skills for ICP definition, copywriting, campaign analysis and list building. The skills install with one npx command and are free whether or not you pay for lemlist, though a few, such as the people and company finders, only work with a lemlist account. MCP and CLI access are on the Email plan, so there is no add-on.

Reply.io’s MCP server marks every tool as read-only or destructive, so a client can require approval for anything that sends. Its 18 skills split into a vendor-neutral outbound pack (planning, audience building, sending limits, approval rules), a Reply-specific pack and a session-memory pack. The CLI is thin: beyond login, profiles and skill installation, everything goes through a raw reply api passthrough. One trap from Reply’s own docs: rejecting a Jason draft removes the contact from the sequence. Use regenerate if you only dislike the wording.

Woodpecker’s hosted connector needs no API key. You add a URL in Claude, Claude Code, ChatGPT Desktop or Codex CLI and approve access in the browser. Its tool list has 35 tools covering campaigns, steps, prospects, mailboxes and agency client accounts. Other MCP clients, such as Cursor, use the Docker version, which needs an API key and the $20 add-on. The CLI is at v0.0.1, so treat it as early.

If you pick a tool mainly for agent work, lemlist and Reply.io have done the most to teach an agent how outbound should work, Apollo gives an agent the most data to work with, and Woodpecker has the quickest connector setup. Deliverability Habits That Matter More Than the Tool

The tool sets your ceiling. These habits decide whether you reach it:

Domains and authentication

  • Send from separate domains, never your main company domain.
  • Set up SPF, DKIM and DMARC on every sending domain. Our email authentication guide walks through each record.
  • Warm up new mailboxes before running real campaigns. The domain warmup guide covers the ramp-up.

Sending

  • Spread volume across many mailboxes and keep each one to a modest daily count. Plan limits are ceilings, not targets.
  • Write short, plain-text emails without heavy HTML or tracking-heavy templates.
  • Stop sequences automatically on reply, and keep follow-ups to a handful.

Lists

  • Verify every address before upload, and remove bounces immediately.
  • Skip role addresses like info@ and sales@.
  • Keep a suppression list of everyone who opted out, across every tool and domain you use.

Measurement

  • Judge campaigns by replies and meetings booked. Open tracking has become unreliable because of privacy features in mail clients.

Multichannel team that wants agents to do the routine work: Reply.io, with the safety rules built into its agent tooling.

You contact a modest number of prospects and want a small bill: Woodpecker. You pay for prospects reached, and every teammate is free.

Frequently Asked Questions

In the US, yes, if you follow CAN-SPAM: accurate headers and subject lines, a physical address, a working opt-out and opt-outs honored within 10 business days. In the UK you can email corporate bodies without consent, but not sole traders. In the EU, consent rules for company addresses vary by country and GDPR applies to any named address. Canada’s CASL requires consent, with a narrow implied-consent exception for conspicuously published business addresses.

Do I need a separate domain for cold email?

Yes. If a campaign draws complaints or lands on a blocklist, a separate domain keeps the damage away from your main domain and from the email your customers and subscribers expect.

Which cold email tool doesn’t charge per user?

Instantly, Smartlead, lemlist’s Email plan and Woodpecker do not charge per seat. Apollo and Reply.io charge per user, as does lemlist Multichannel.

Can I run cold email from Claude or ChatGPT?

Yes, with any of the six tools here. Apollo, lemlist and Woodpecker connect through OAuth, Instantly and Smartlead use an API key, and Reply.io supports both. Keep anything that sends behind manual approval.

How many follow-ups should I send?

A short sequence of a few follow-ups is normal. Stop when the prospect replies or opts out, and remove anyone who asks not to be contacted from every campaign and tool, not just the current one.
